The number of ex-convicts returning to state prisons for committing a new felony has reached historic lows. A Nov. 24 report by the New York State Department of Corrections and Community Supervision shows that 9 percent of ex-offenders released in 2010 were sent back to prison because of a new felony conviction within three years of their release. This is the lowest recidivism rate since the state started keeping track in 1985. The report followed and analyzed 24,605 ex-offenders from 2011 to 2013. Approximately 42 percent of parolees — a total of 10,217 — were taken back into custody. The majority of those offenders — 7,969 — violated terms of their parole.
