Every morning, Benny Magness, chairman of the Department of Correction Board, receives a particular text message that reports the state inmates released from county jails and totals for the day. He holds up a smartphone. Tuesday, 127 inmates released; Wednesday, 199 released system wide due to the Early Emergency Powers Act that was passed last week to help relieve Arkansas' overpopulated prisons. "What that means is we're releasing inmates 90 days early, some of them one year early," Magness, of Mountain Home, explained recently. "We passed both the 90-day EPA and the one-year EPA, and that is to relieve some of the pressure." Read More. |
