County may hire firm for inmate complaints |

The Northumberland County (Pa.) Prison Board will seek the board of commissioners' approval to hire a Berks County firm to provide internal investigative services for inmates who have concerns that cannot be handled by the warden. The board voted to recommend hiring WSK and Associates Consulting Group of Wyomissing, acting on one of several suggestions made in a grand jury investigation in April that resulted in the arrest of seven former or then-current officers. WSK will charge the county a discounted $50 per hour and $25 per hour for travel expenses. If investigations require more than one day, the company also will charge the county for hotel fees. The firm's normal fees are $75 per hour, including travel time, according to WSK. It is estimated that WSK can provide a two-hour response time when contacted by the county. A county official, most likely the warden, will screen the complaints first. Only the most severe cases will be referred to WSK. Warden Ralph "Rick" Reish said there are only two cases he would have referred to WSK since he was hired in February 2003. Both involved corrections officers involved in altercations with inmates. "The prudent thing to do is to have WSK Associates as sort of a retainer," Reish said. District Attorney Tony Rosini said WSK should only be contacted if there is a serious inmate concern. Commissioner Frank Sawicki said he is working on a written policy that will outline details about when to contact WSK. The county commissioners must approve the contract. |
