TRACY — Deuel Vocational Institution, a state prison near Tracy, is investigating the death of an inmate who died after being found unresponsive in his cell. Custody staff responded to a “man down” call around 2:45 p.m. Sunday and found 46-year-old Floyd Finks without a pulse. His cell mate told medical staff Finks had just vomited, said Lt.
