The closing of the Dwight Correctional Center and the transfer of prisoners to Logan Correctional Center in Lincoln has not improved conditions for inmates and may not have saved the state much money, according to a new report from a prison watchdog group. That's not really a surprise since Gov. Pat Quinn's facility-closing plan lacked the proper planning and goals necessary for such decisions. The John Howard Association said in a 40-page report, first obtained by the Lee Enterprises Springfield Bureau, that moving the 1,000 female prisoners to a former all-male facility in Lincoln hasn't gone well.
