| Gouverneur prison inmate indicted on forgery charge |

CANTON — An inmate at the Gouverneur Correctional Facility was indicted Monday by a St. Lawrence County Grand Jury for forgery. Robert A. Horton, 38, is charged with second-degree criminal possession of a forged instrument, a class D felony. The indictment alleges that in June, Mr. Horton had an order he claimed was issued by the Chemung County Court bearing the false signature of County Judge Richard Rich, which was subsequently filed in the St. Lawrence County Clerk’s office without legal right to do so. The indictment follows an investigation by state police that began as a result of a June 17 report. Troopers allege that while incarcerated, Mr. Horton forged the court document in an attempt to overturn a grand larceny indictment from Chemung County.
