Oregon Gov.'s Budget Proposal Allocates $3M for Prison EHR System

Oregon is planning to convert the state's prisons and jails from a paper-based system to an electronic health record system, according to Oregon Gov. John Kitzhaber's (D) proposed budget for 2015-2017, the Salem Statesman Journal reports.

Background

Currently, the Department of Corrections maintains paper health records for each of the state's 14,600 inmates, as well as more than 40,000 files on former inmates. The records -- which travel with inmates when they change facilities -- include information on the inmates' dental, medical and mental health, as well as pharmaceutical information, and in some cases run hundreds of pages.

Steve Robbins, head of the Department of Corrections' health services division, described the current system as a logistical nightmare. He said that paper medical records occasionally go temporarily missing or end up with a different doctor, and sometimes their arrival to a new facility is delayed.
