| State to improve treatment of mentally ill prisoners |

COLUMBIA, S.C. -- South Carolina has taken a major step toward improving its treatment of mentally ill prisoners. Staffing will be increased, policies revised and facilities improved as part of a tentative agreement that has been reached to settle a 10-year-old lawsuit against the state prison system over its handling of inmates with serious mental illness. According to a copy of the agreement announced Thursday, the prison system has agreed to seek $8.6 million in funding over three years to increase mental health personnel and improve facilities. Attorneys for the state and for Protection and Advocacy for People with Disabilities Inc., the group that sued the state on behalf of the inmates, have been in mediation talks since last year following a 45-page order by former Circuit Judge Michael Baxley a year ago finding that the state had violated the rights of mentally ill prisoners and ordering the state to develop a plan of improvements.
