Prison official fined $1,000 for ordering subordinate to cut his hair

A state prison official ordered a subordinate to take a little off the top. Now the state ethics board is ordering him to take a little out of his wallet.
Steven Silva of Bellingham, a former superintendent of operations at MCI-Cedar Junction, was fined $1,000 yesterday by the Massachusetts State Ethics Commission for using his position to have a lower-ranking prison employee come to his home in Bellingham and cut his hair.
Silva, who was then second in command at the prison in Walpole, was recovering from surgery at home in March when he called Lt. Raymond Turcotte at work and instructed him to drive 15 miles to his home. Silva told Turcotte he would take care of Turcotte's time using off-the-record "comp" time that he owed Turcotte, according to the ethics commission.
Silva then called the shift commander to arrange for Turcotte to leave early. Following Silva's instructions, Turcotte signed out a pair of hair clippers from the tool crib at the prison, drove to Silva's home and cut Silva's hair, the commission said.
Silva was demoted to sergeant as a result of the incident, and demoted.
"In this case, the Department of Correction took appropriate steps by demoting a senior manager who would jeopardize that security for an in-home haircut," said Peter Sturges, executive director of the commission.
Kelly Nantel, a spokeswoman for the Department of Correction, said Commissioner Kathleen Dennehy was pleased with the outcome.
