Officers in prisoner transport bus had seatbelts

Three seatbelts were available for officers on a prisoner transport bus that skidded off I-20 and crashed into a train, killing 10 and injuring five others on the bus.

Sgt. Elizabeth Barney, spokeswoman for the Texas Department of Public Safety, said they are not sure who was wearing seatbelts nor who was driving the bus. Seat belts were not installed on the bus for prisoners, who were handcuffed to each other in pairs.

It could take up to 45 days or longer for DPS officers to complete the investigation, she said.

The bus was driving at 7:40 a.m. Wednesday from the John Middleton Transfer Unit near Abilene to the Rogelio Sanchez State Jail in El Paso when it reportedly hit a patch of ice on Interstate 20 near Penwell, went off the road and down an embankment, and collided with a passing train.
