| Prison reform bills tackle crowding and oversight |

Senators have introduced a list of bills to address prison reform and related issues that surfaced in two major investigations or studies over the interim, including crowding in the prisons, the need for mental health treatment and Corrections Department oversight. They include: JUSTICE REINVESTMENT: Omaha Sen. Heath Mello, Judiciary Chairman Les Seiler and Omaha Sen. Bob Krist introduced a bill (LB605) that would address issues recommended by the recent Justice Reinvestment study conducted by a work group aided by the Council of State Governments Justice Center. Items in the bill would help reduce prison crowding by changing some crime classifications and penalties, changing sentencing provisions, creating a Committee on Justice Reinvestment Oversight, providing for victim restitution and addressing probation and parole sanctions for violations. INSPECTOR GENERAL FOR CORRECTIONS: A bill (LB606) introduced by Mello would establish an independent investigation and performance review, much like the inspector general for child welfare, to provide increased accountability and oversight of the Nebraska correctional system. It also would mandate that the governor declare a correctional system overcrowding emergency whenever the director certifies the population is more than 140 percent of design capacity. Read More. |
