Jail contraband spotlights Maine's opiate epidemic

WISCASSET, Maine —Jails are meant to keep people in and keep contraband out, but Maine’s substance abuse problem is forcing addicts to smuggle drugs into correctional facilities.

There are 192 inmates at the Two Bridges Regional Jail either awaiting arraignment or trial, or serving sentences under nine months. Jail administrator Mark Westrum said many inmates come into his facility suffering from substance abuse.

For Westrum, juggling a breached environment is proving more difficult as the method of getting drugs and other items in is becoming more sophisticated and more and more contraband is popping up.
