| Rauner wants to tackle prison crowding, understaffing |

SPRINGFIELD — In his first State of the State speech, Gov. Bruce Rauner said he wants to end years of explosive growth and understaffing within Illinois' sprawling prison system. Under a prison reform plan contained within the his "Turnaround Agenda," Rauner calls for a series of changes to reduce the prison population by 25 percent over 10 years, while also ramping up hiring of new prison guards.
