Fort Bend County sheriff's Lt. Cheryl Hillegeist leaned forward in her chair as she called up the floor plan of a block of cells in the county jail. An inmate had tipped off a local police department about a potential robbery suspect a few days earlier, but the information was incomplete: a first name but no last, the description of a pair of lightning-bolt tattoos, an approximate date of residence in the jail. And so Hillegeist, who has worked in the jail for the better part of two decades, was called on to help identify the potential suspect.
