| ACLU forms panel to focus on prison litigation |

The ACLU of Nebraska has formed a panel of trial lawyers to advise and oversee potential litigation stemming from prison overcrowding and overuse of solitary confinement, among other issues. Nebraska's prison system is at 159 percent of capacity. State law allows the governor to declare an overcrowding emergency whenever a prison's population goes over 140 percent of capacity. An overcrowding emergency has not been declared. "Many individual institutions have reached 200 to 300 percent of their design capacity," said Lincoln attorney Alan Peterson, senior counsel for ACLU of Nebraska and a member of the newly formed panel.
