SACRAMENTO — California’s extraordinary rate of prison homicides is rekindling a debate about how California protects vulnerable prisoners, especially sex offenders. Experts say trimming the inmate population is the best hope for protecting sex offenders. Their recommendations respond to an Associated Press report that the state’s long-term inmate homicide rate is twice the national average and that sex offenders make up a disproportionate share of those killed. The state already reduced its inmate population under an ongoing federal order. State Sen. Mark Leno, D-San Francisco, said Tuesday that reducing the population from roughly double the system’s designed capacity was “a step in the right direction.” “That said, there is clearly more work to be done,” Leno said in a statement.
