In backing prison bills, Omaha police chief says reducing re-offenders is higher priority than easing overcrowding

LINCOLN — The convict who leaves prison without treatment or supervision often returns to prison later.

In between, a crime victim pays the price.

Omaha Police Chief Todd Schmaderer told state lawmakers Wednesday that reducing re-offense rates should be a higher priority than reducing prison overcrowding. He testified before the Legislature’s Judiciary Committee in support of two bills that he said would ultimately make it harder for inmates to “jam out,” or exit prison without a period of parole supervision.
