PROVIDENCE — Ending the payment of $700,000 in annual “educational bonuses’’ paid members of the Rhode Island Brotherhood of Correctional Officers is one of the options on Ashbel “A.T.” Wall’s plan to close a $13.8-million deficit in the Department of Corrections budget.
