Beltrami County takes steps toward jail removation

The Beltrami County Board on Tuesday voted to complete the first phase of the roughly $5 million renovation of the county jail -- leaving subsequent phases in doubt.

Beltrami County Sheriff Phil Hodapp said the additional requirements on the project being stacked on from the Minnesota Department of Corrections made parts of the other phases unfeasible to the county. The county board's vote means portions of the second and third phases, including additional jail cells, are suspended, Hodapp said.

During the meeting, Hodapp said that throughout the months the county has worked with the state to plan and implement the renovations, the DOC has incrementally reduced the allowed inmate capacity of the jail while increasing requirements, to the point where county officials don't see the benefits of going forward with parts of the project.

Hodapp likened the situation to going from shooting at static targets on a firing range with safety berms to shooting moving targets on the street.
