Michigan House approves bills expanding prison program and alternatives for youth

LANSING, Michigan — The state House approved a package of bills Thursday that would include expanding the age eligibility for prison and probation options for young offenders in a program that offers a second chance after conviction.

The package was approved with broad bipartisan support in the House. It would change the Holmes Youthful Trainee Act, which now allows judges to sentence 17- to 20-year-olds who have pleaded guilty to certain crimes to prison or probation without having a conviction on their record. Offenders are not eligible for the program if they commit crimes for which the maximum penalty is life imprisonment or if they commit traffic offenses such as drunk driving.

The changes would extend eligibility to age 24 and allow courts to require someone in the program to work or attend school. People who plead guilty to or are convicted of certain crimes while in the program would lose their eligibility for staying in the program. For those in the program who are sent to prison rather than placed on probation, the maximum prison sentence would be reduced from three years to two.
