Adult, youth prisons shift responsibilities to agency

The troubled California Department of Corrections will be renamed the Department of Corrections and Rehabilitation, reflecting a new emphasis on diverting criminals both before and after prison, and more power will shift to the umbrella Youth and Adult Correctional Agency under a reorganization plan set in motion last week.
Wardens and directors of the corrections department and California Youth Authority will spend their time on the proper treatment of inmates, stripped of other administrative duties such as hiring and negotiating with employees, including those represented by the powerful California Correctional Peace Officers Association, said Youth and Adult Correctional Secretary Roderick Hickman.
Many of the duties that have been performed independently by the adult and youth departments, and often by individual wardens, would be consolidated under what has been a relatively weak umbrella agency beginning in July.
The plan was to be presented Thursday to the Little Hoover Commission, and ultimately to the Legislature for an up-or-down vote within about 90 days. The commission process is a shortcut that bars legislators from making any changes to the administration's plan, but would let a majority vote in either the Assembly or Senate block the proposal.
The governor, in his State of the State address Wednesday, said the $6 billion, 54,000-employee corrections system - the nation's largest - will be the first reorganized under his government reform plan because "its need is the most urgent."
"This is an agency in which there has been too much political influence, too much union control and too little management courage and accountability," Governor Schwarzenegger said.
The system also will shift its emphasis as it seeks to regain what once was a national leadership role in corrections, before the system was beset by repeated allegations of corruption, inmate abuse, and an endemic "code of silence" that punishes whistle blowers while protecting poor employees, Hickman said.
To that end, agency officials will meet with local law enforcement agencies, community groups and faith-based organizations this month to begin plotting how the state corrections system can aid in preventing crime, diverting offenders from prisons, and keeping ex-convicts from returning to crime - and to prison - after their release.
The agency is adopting many of the 239 recommendations presented in July by a Schwarzenegger-appointed reform commission headed by former Gov. George Deukmejian. But the administration specifically rejected the panel's conclusion that Hickman's agency should be disbanded and replaced with a 10-member civilian oversight commission.

    Pitot all kinds of sensor is used to measure the speed of the airplane. It is a differential Pressure Sensor . It measures the difference between a static port (not in the air stream) and a Pitot tube which is directly placed in the path of Nagano keiki Pressure sensor air flow.When the plane is stationary, the pressure in both the tubes is equal and abs speed sensor the air speed is zero. When the plane is moving, air enters the pitot mazda 6 suction control valve . This causes the pressure difference between the suction control valve and the pitot tube. An internal amplifier creates an amplified voltage output and hence the sensor can be connected directly to Speed Sensor and data acquisition systems.
