| Department of Corrections tries to educate on ethics |

The past couple of years have not left the Oregon Department of Corrections administration with a fabulous record on ethics. High-level officials have broken rules, bent laws and raised eyebrows all over the place. There was Rob Killgore, former head of Oregon Corrections Enterprises, who apparently gave government contracts to members of the agency's advisory board, and some of whom were his friends. There was former Deputy Director Mitch Morrow, who admitted to not reporting his conflict of interest when he helped his son get hired by Killgore's smaller agency and paid a $1,000 fine to the Oregon Government Ethics Commission.
