MOORHEAD – Dorene Morehead does not want to move. She’s lived in her house for 26 years. She runs a day care center there. And over the past two years, she’s spent $23,000 on new windows and fencing for her property. Morehead, 55, said she wouldn’t have made these improvements had she known Clay County officials are eyeing her block as a possible site of a parking lot for a new jail and law enforcement center.
