New law aims at reforming Utah's criminal justice system

SALT LAKE CITY (ABC 4 News) - Thursday Utah Governor Gary Herbert ceremoniously signed House Bill 348 into law. The law aims at reforming the state's criminal justice system. It changes some drug offenses from felonies to misdemeanors and emphasizes treatment programs instead of punishment.

Representative Erik Hutchings said, "This going to be the beginning of honestly a landmark shift in the way we do business in the state of Utah as it relates to helping people who have gotten sideways with the law and getting back on track."

The Commission of Criminal and Juvenile Justice, CCJJ, worked for a year coming up with the bi-partisan bill, but it wasn't just lawmakers who were weighing in on the discussion they also invited former addicts to come in and help.

Kenny O'Rourke was one of those working with the legislators. He said, " I spent 16 years in prison and I went away several times."
