| Delaware County Jail expansion necessary 'to keep functioning' |

MANCHESTER, Iowa -- Not much has changed in the six months since Delaware County voters did not pass a $4.9 million bond measure for a jail-expansion project, according to county officials. The jail's six mechanized cell doors still are unpredictable and unreliable, creating safety and security risks for jail personnel. And the facility's 12 beds still are unable to fulfill the county's needs, contributing to a long waiting list of offenders waiting to serve jail terms. But when county voters again head to the ballot box, this time on May 5, for a nearly identical bond measure, Sheriff John LeClere hopes for a different result. "We don't feel this is something we want. This is something we feel we need to keep functioning as a county jail," he said. "I realize there's never a good time to do a bond issue. ...
