STOCKTON — There was a time Raymesha Bilbo was homeless and “running the streets,” she said. “I wasn’t doing nothing,” Bilbo, 34, said. “I was just out there.” Drugs were at the center of her life and she didn’t know how to be a mother to her two young daughters. Bilbo has been clean for nearly eight months and she has a new lease on life.
