West Virginia - Low-risk, non-violent offenders often are lumped in with hardened criminals when they enter the state’s justice system. That’s led to overcrowding that affects not just those working there, but taxpayers footing the bill. Low-risk offenders housed in these overcrowded conditions often don’t have access to the help they need — whether it be therapy, substance abuse treatment or help finding a job — because resources are stretched too thin, according to experts. That’s why the new Charleston Correctional Center, which will house low-risk, non-violent offenders on work release, is a step in the right direction. Gov. Earl Ray Tomblin and other state leaders are working to address the prison overcrowding problem. With no funds to build a new prison, leaders must find different ways to reduce the burden.
