Malloy: ‘We went too far’ mass jailing non-violent offenders

MIDDLETOWN >> Connecticut Gov. Dannel P. Malloy addressed his Second Chance Society initiative with reporters Tuesday following a tour of the Connecticut Juvenile Training School on Silver Street, calling the proposed reform “a realization that we went too far.”

Malloy’s proposed changes aim to reduce recidivism by altering the law to sentence fewer nonviolent offenders to jail and eliminating mandatory minimum sentences for nonviolent drug possession convictions.
