Jacksonville corrections officer arrested in inmate's beating

A corrections officer was arrested after an investigation into the severe beating of a jail inmate.
Jacksonville Sheriff John Rutherford has asked the U.S. Attorney's Office to add the case to two other use-of-force investigations prosecutors are conducting of the sheriff's office, Undersheriff Frank Mackesy said.
Edward Mincey, 28, was charged Tuesday with aggravated battery and official misconduct. He's accused of kicking Ronnie Forest, 35, in the head Jan. 7 after Forest became belligerent in a jail cell, Mackesy said.
"The inmate didn't really offer any resistance," Mackesy said. "Nothing physical at all."
Forest was being booked on charges including fleeing and attempting to elude police when he was beaten in a cell, causing 30 to 40 stitches, Mackesy said.
An initial report of the beating was questioned after administrators were told it contained false information, Mackesy said. The department's internal affairs unit is investigating if other officers who saw the beating were involved.
"They wrote a report that didn't reflect what happened," Mackesy said. He said the initial report said the inmate lunged at the officer.
"We don't believe it happened that way," Mackesy said.
Mincey has been an employee of the sheriff's office since 1999. Mackesy said there have been disciplinary actions taken against Mincey in the past, none involving improper use of force.
Mincey was being held at the Clay County jail. No information on his lawyer was available.
