DES MOINES | The transfer of prisoners from the 176-year-old Iowa State Penitentiary to a new 800-bed maximum security prison in Fort Madison is on target for later this year. A state board approved a mediated $5.3 million payment to the project contractor Monday, clearing the way for the transfers. Walsh Construction of Chicago, the general contractor on the project, submitted a claim for nearly $18.2 million in December 2013 -- more than three years after the initial contract award -- to cover the expense of fixing a variety of problems on the $132 million project that has been beset with delays and cost overruns.
