Several young inmates were abused by officers after a riot at an Edinburg, Texas, youth prison, including one case in which an inmate was thrown face first onto a concrete floor, kneed in the back and dragged by officers, the Texas Youth Commission has reported. The Oct. 30 riot occurred in a 24-bed dorm room at Evins Regional Juvenile Center. Male inmates, most between 15 and 20 years old, threw computers and other equipment at staff and flooded the dorm with water from a washing machine connection. Several inmates have been charged with rioting, Hidalgo County District Attorney Rene Guerra said. Since the riot, inmates have made 19 complaints of mistreatment at the prison, most between Nov. 6 and Nov. 8, according to the report. Tim Savoy, spokesman for the youth commission, said that seven cases have been confirmed. The commission runs the facility. Savoy said that eight prison officers have been suspended indefinitely without pay. No criminal charges have been filed against the officers by local police or Guerra's office. In one case after the riot, an officer held an inmate's head down while kneeing him in the ribs, causing bruising and scratches, the report said. |
