One government bureaucrat can screw up a good thing, without breaking a sweat. A case in point is Danny Turek, a compliance officer for the Ohio Department of Youth Services. Attorneys for the Toledo Police Department are reviewing a legal opinion from this public servant, who ended Toledo’s participation in an effective youth intervention program at Ryan Correctional Facility in Detroit. Without visiting the Youth Deterrent Program or talking to the people who run it, Mr. Turek told the Toledo Police Department last month that the program violates the federal Juvenile Justice and Delinquency Prevention Act.
