The Montana Department of Corrections is looking to the 50th state for HOPE: Hawaii’s Opportunity Probation and Enforcement. Launched in 2004 by a state judge on Oahu, HOPE has produced remarkable results in lowering the rate at which offenders fail on probation, catching attention of prison officials nationwide. An independent study by the VERA Institute of Justice showed that HOPE participants were 55 percent less likely to be arrested for a new crime, 72 percent less likely to use drugs, 61 percent less likely to miss an appointment with their probation officer, and 53 percent less likely to have their probation revoked.
