| R.I. to review prison, parole, probation systems |

PROVIDENCE, R.I. — Rhode Island's prison population, once so overcrowded that a judge placed the ACI under federal supervision, has dropped by 10 percent over the last decade. But at last count, Rhode Island had the third-highest probation rate in the nation: the equivalent of 1 out of every 44 adult residents. In Providence, the rate was even higher: 1 out of every 21 adult residents was under "probation supervision," according to a newly released study. And the vast majority — 60 percent — were "inactively supervised," according to findings that will be released at a news conference at 2 p.m. on Tuesday. The announcement will the mark the launch of a months-long effort by the Council of State Governments Justice Center to help Rhode Island policy-makers identify potential new strategies "to reduce corrections spending and reinvest savings in strategies that can reduce recidivism and increase public safety."
