| Saying they're not qualified, Council nixes prisoner proposal |

CORNING | The City Council rejected a proposal Monday night to ask state leaders to prohibit state prisoners serving life sentences for violent offenses from receiving honor block assignments. The resolution proposed by Councilman Frank Coccho, D-6, requested Gov. Andrew Cuomo and Acting Commissioner of Corrections Anthony J. Annucci revise the honor block policies and procedures. Coccho was disappointed the Council failed to act on his proposal and pointed to the June 6 escape of Richard Matt and David Sweat from Clinton Correctional Facility. At the time of their escape, Matt and Sweat were housed in the prison’s honor block, a special section for well-behaved inmates in which they can remain out of their cells for most of the day and have special jobs like assisting plumbers and electricians.
