| Inmate might get marriage license in Fayette County after all |

Two federal civil rights lawsuits have revived a proposal to allow inmates at a state prison in Luzerne to apply for marriage licenses via video conference with the Fayette County Register of Wills Office. Inmate Kevin Davis and his fiancée, Norma Scott of Philadelphia, filed the lawsuits in U.S. District Court in Pittsburgh on Monday with the help of the ACLU of Pennsylvania and the Pennsylvania Institutional Law Project. They allege the State Correctional Institution at Fayette and Register of Wills Donald Redman have blocked their efforts to apply for a marriage license in person, as is required by state law. But Redman's attorney on Tuesday said a plan has been in the works for some time. It just needs final approvals from the courts and the prison, he said. “We have been trying to get some resolution to this issue,” said Jim Davis, a Uniontown attorney who represents Redman. “We will propose to accept marriage license applications four times a year for incarcerated persons, but our proposal is subject to approval by the president judge.” Read More. |
