NORWICH, N.Y. -- For people in the quiet city of Norwich, news of the shooting was unsettling "This is a big exception to our community. The community is safe and very rarely do we have any incidents involving guns, so I'm sure it's a shock to all the members of our community,” said Joe McBride, the Chenango County district attorney. It happened at a Lackawanna Avenue parking lot early Sunday morning. Investigators charged 33-year-old Wayne Spratley with attempted murder. Police say he is a New York State Department of Corrections officer. One witness has lived next door to this parking lot for nearly 30 years, but he says he's never seen anything like it.
