| More details emerge on layoffs at Charleston juvenile facility |

BANGOR, Maine (NEWS CENTER) -- More details are emerging about the Mountain View Youth Development Center in Charleston, which has so few inmates that Department of Corrections is laying off the staff. According to people familiar with the facility and what it does, the juvenile program is a victim of the state's success at keeping young people out of institutions. Rep. Jim Davitt of Hampden is a member of the criminal justice committee in the Maine state legislature. He also served on Mountain View's board of visitors for 12 years is a law professor and former public defender. He says, when Mountain View opened, it was at capacity, with more than 130 children. Around that same time, Maine started to focus on diversion programs designed to keep juvenile offenders out of jails, prisons and detention centers. He said that program worked so well that Charleston's inmate population saw sharp declines. "As soon as the numbers started regularly dropping below 25," said Davitt.
