Prison population grows as fewer Nevada inmates get parole

Nevada's prison population is rising faster than experts had predicted and one reason is that a smaller percentage of inmates are winning release from the parole board.
Parole board and prison officials disagree over the reasons.
Dorla Salling of the Parole Commission told members of the legislative budget committees last Wednesday that they have been seeing a "harder" population of inmates appear before the board.
She said more of the minor offenders are being diverted into rehabilitation, house arrest and other alternative programs. The inmates coming before the parole board are more likely to be violent criminals, three-time offenders or those serving time for major or multiple felonies, she told lawmakers.
Fritz Schlottman, of the Department of Corrections, said that assessment doesn't fit with the data. He said statistics show the number of inmates granted parole dropped about 12 percent last year.
The percentage of inmates being denied parole is rising for both nonviolent and violent felonies, Schlottman said.
Prison officials have warned lawmakers they will need substantially more prison cells soon to handle the growth of the inmate population, which exceeds 11,000.
Gov. Kenny Guinn's proposed budget includes more than $58 million for three added housing units at High Desert State Prison in Indian Springs, millions more to open and staff the nearby mothballed Southern Desert Correctional Center and to open the Casa Grande transitional housing center in Las Vegas for 400 more inmates.
