California agrees to pay for sex-reassignment surgery for transgender inmate

California prison officials have agreed to pay for a transgender inmate’s sex-reassignment surgery while another transgender inmate who won a federal court order to receive the surgery funded by the state will be released on parole.

Shiloh Quine, who was formerly known as Rodney James, and the California Department of Corrections and Rehabilitation reached a settlement Friday of a federal lawsuit Quine filed seeking the surgery. Quine was sentenced to life without parole for a murder committed in Los Angeles County in 1980.

In another case, Gov. Jerry Brown opted Friday to take no action on a Board of Parole Hearings decision to release Michelle-Lael Norsworthy, who won a federal court order in April that would have forced the state to pay for her sex-reassignment surgery. The state has asked that the federal court vacate its preliminary injunction since the lawsuit is now moot because Norsworthy will be released from prison.
