It's no secret that taxpayers foot the bill to house and feed inmates but less well known is that the public pays for their hormone therapy and sexual reassignment surgery as well. It is part of corrections departments' evolving policies for providing adequate care for transgender inmates. Two hundred inmates in federal custody and some in states' custody are in the process of transitioning to another gender. Among transgender inmates is Shaun Chapman, 29, from Philadelphia, who just completed serving a federal prison sentence for mailing a death threat to a former president and now is in federal custody awaiting sentencing after admitting to sending threatening letters to two more people, including a federal prosecutor in Harrisburg.
