| Prisons are filled with nonviolent drug offenders |

We read that prisons in this country are filled to capacity because legislators want to show they're tough toward use of illicit drugs. With approximately 5 percent of the world's population, the United States has roughly 25 percent of the world's prison population — about half of whom are drug offenders. We taxpayers pay dearly for keeping multitudes of even nonviolent drug culprits behind bars for long periods. The demographics demonstrate the self-defeating nature of the practice (The Progressive Populist, Aug. 15, 2015). One pundit with the Institute for Policy Studies boldly recommends shorter mandatory minimum sentences for first-time and nonviolent drug offenders.
