An escaped inmate from the Blackburn correctional facility with ties to the the Corbin area, was recaptured Wednesday. Laurel County Sheriff's Deputy Gilbert Acciardo, the department's public affairs officer, stated that 42-year-old Richard Tood Shell was taken into custody about 4 p.m. in Lexington According to Sheriff John Root, Shell escaped from the minimum-security facility in Lexington Tuesday morning. According to officials with the Kentucky Department of Corrections, Shell walked away from the facility. “He was confirmed missing at 8:46 a.m.,” said Michael Caudill, public information officer for the department of corrections.
