As expected, the Bradford County, Penn., commissioners have approved a new policy that requires Bradford County Correctional Facility inmates to help pay for their medical care. The commissioners' vote was the final approval needed for the new policy. The policy is now in effect. Under the policy, inmates must pay a $3 fee to see a nurse, which is the first medical professional an inmate sees when he has a medical problem. If the nurse recommends that the inmate see a physician, there is no additional charge to see the physician. However, if the nurse determines that the inmate does not need to see a physician, but the inmate insists on seeing one anyway, the inmate will be charged $5 for the doctor's visit. The $5 fee will be refunded if the physician determines that the nurse should have recommended the doctor's visit. The $3 fee will be waived if there is a medical emergency, for psychiatric services or if chronic illness is being treated. Until now, inmates have not had to pay to see a nurse or doctor. The fees are being imposed to teach inmates financial responsibility and to cut down on "frivolous" requests by inmates to see doctors and nurses, county officials say. If inmates cannot pay the fees, they will not be denied medical care, the county commissioners said. If inmates cannot pay the fees while they are in jail, they will have to pay them after they are released. The Bradford County Prison Board had approved the medical fee policy on Sept. 25. The county commissioners approved the policy on Thursday. |
