A state prison inmate who failed to return from his work release job last month is back in custody. Inmate Raymond Freeman was apprehended by law enforcement in Rapid City on Monday. Freeman was last seen at his work release job in Rapid City on Aug. 1. Escape procedures were enacted after he failed to return to the Rapid City Community Work Center, the Department of Corrections facility housing minimum-security inmates and Community Transition Program parolees, at the scheduled time that day.
