DOC may prohibit several forms of prisoner communication

AUGUSTA, Maine —Maine’s Department of Corrections wants to prohibit certain forms of communication between prison inmates and outsiders.

Nearly everyone in attendance at a public hearing Monday was against the department’s proposal, saying it would violate inmates’ rights, specifically their right to free speech.

The proposal would restrict inmates’ mail, communication with the media, their ability to have a pen pal and publish a blog.

The department would not comment on the proposal while it is under consideration.

Many advocating for inmates’ rights said the changes would further isolate inmates and limit their chance of rehabilitation.
