Why did N.J. pay $316M in overtime to guard county jails?

In Morris County, escalating spending on overtime at the county jail so frustrated county freeholders that they seized control of the facility from Sheriff Edward Rochford and took over operations.

Overtime for Monmouth County jail personnel was spinning out of control, so in 2012, the prison administration and union agreed to a hard limit on the hours an employee could work at time and a half every year.

And in Mercer County, prison overtime costs – a longtime taxpayer sinkhole – finally induced the county to commit $100,000 this year on a consultant to recommend ways to rein in spending.

A review by NJ Advance Media of overtime spending for jails in each of New Jersey's 21 counties for the last five years shows that the size of a jail doesn't always correlate to the amount of overtime spending. Managerial oversight, adequate staffing and up-to-date facilities also factor in keeping overtime spending manageable, county wardens say.
