SCDC: Prisoner access to cell phones 'no different' than access to weapon

The S.C. Department of Corrections is cracking down on contraband in state prisons, particularly cell phones.

Department Director Bryan Stirling said in his view, a cell phone in the hands of an inmate is no different than a weapon. He said in the last year there have been 1,482 incidents of cell phone contraband throughout the state. Stirling warns that inmates who have cell phone access could continue their criminal deeds from inside their cell, including threatening witnesses and victims, and orchestrate crimes.

Stirling said new technology also poses a threat, citing a 2014 incident in which an outsider tried to smuggle cell phones, marijuana and other illegal items into Lee Correctional Facility in Bishopville using a drone helicopter.

"If we could just block the calls, that would be a lot less expensive, and a lot more effective," said Stirling, adding that he and some lawmakers are working to block cellular communication capabilities on prison premises, a move that the Federal Communications Commission and cell phone companies have blocked.
