Disagreement about proposals to require Kansas law enforcement officers to wear body cameras came into full view Tuesday as a legislative committee didn’t produce a recommendation for amending state law to accommodate such a mandate. Police and sheriff’s department commanders, legislators and lobbyists offered such fractured opinions on the wisdom of setting a statewide standard for camera usage, retention of video and public disclosure of information, the Joint Committee on Corrections and Juvenile Justice decided to defer to a judicial panel studying the matter and the instincts of the 2016 Legislature. “It appears that for the most part we are all pretty much in agreement that body cameras are a good idea for Kansas,” said Rep. Gail Finney, a Wichita Democrat pressing for a mandatory camera law. “But the policy, procedures and retention periods and local jurisdiction rules are the major differences.
