LINCOLN — State corrections officials plan to request $26.2 million to add 160 beds to a community corrections facility in Lincoln as a first step to relieve chronic overcrowding in the state prison system. State Corrections Director Scott Frakes, who was hired in February, released his much-anticipated strategic plan for the prison system on Wednesday. Besides the prison expansion, the plan detailed several steps to improve mental health services, reduce overtime expenses and better utilize data to help the troubled agency.
